Notice of the General Office of the Ministry of Transport on carrying out the assessment of senior Professional titles of Ship Technicians in 2022

Assessment units of senior professional titles of Marine technical personnel:


In accordance with the provisions of relevant documents of the State and the Ministry of Transport, the following notices are hereby issued concerning the assessment of senior professional titles of Ship Technical Personnel in 2022:


I. Scope of review


The professional categories of this assessment are ship navigation, ship engine, ship electronics and ship pilotage. The evaluation titles are senior captain, senior chief engineer, senior ship electronics, senior pilot and senior captain, chief engineer, senior ship electronics, senior pilot.


Ii. Policy basis


Policy basis for the assessment of senior professional title of Marine Technical Personnel in 2022: Guidelines of the Ministry of Transport of the Ministry of Human Resources and Social Security on Deepening the Reform of The Professional Title System for Shipping Technical Personnel (Ministry of Human Resources and Social Security No. 54, hereinafter referred to as the Guidelines), Measures for evaluating professional Titles of the Ministry of Transport (Ministry of Human Resources and Social Security No. 31, 2021) and other relevant policies.


3. Organizational form


Entrusted by the Ministry of Transport, maritime Safety Administration of the Ministry of Transport shall undertake and organize the evaluation of senior professional titles of ship technical personnel. The assessment of senior professional title of Ship Technicians in 2022 will be hosted by Maritime Safety Administration of the Ministry of Transport and co-organized by East China Sea Navigation Support Center of the Ministry of Transport (hereinafter referred to as East China Sea Navigation Support Center). The east China Sea Navigation Support Center shall undertake the specific work of collecting and summarizing relevant review materials and preliminary examination of applicants' qualifications. The evaluation will be carried out by online application and offline evaluation.


4. Declaration requirements


(1) The application for the senior professional title of Marine technical personnel shall be submitted by the applicant to the unit actually holding the post. The actual employer shall summarize and improve the applicant's declaration materials (including certification materials, the same below) in accordance with the Declaration Materials and Relevant Requirements (Annex 1), review the applicant's declaration materials in accordance with the Guidance, recommend them based on the best and publicize them within the employer within 5 working days. If no objection is found after publicity, the actual unit shall submit the declaration materials to the East China Sea Navigation Support Center.


(2) The electronic version of application materials shall be submitted through online application. The application website is the portal website of East China Sea Navigation Support Center (www.dhhb.org.cn) - "Application Channel for Assessment and Application of Senior Professional Title of Ship Technical Personnel". Please refer to Online Application Guide (Appendix 2) for the operation steps. Each applicant must submit the electronic version of the application materials before August 15, 2022.


(3) The written version of the application materials for evaluation only needs to provide the Evaluation Form for Professional and Technical Positions and the recent 2-inch photo of the applicant's certificate in duplicate. Each applicant must submit the application materials to The East China Sea Navigation Support Center by mail before August 15, 2022. Declaration time is subject to postmark date, overdue will not be accepted.


(4) The declaration materials shall be complete and standardized. The assessment form can be downloaded from the website of the East Sea Maritime Support Center (www.dhhb.org.cn). The East China Sea Navigation Support Center conducts a preliminary examination of the declaration materials and puts forward suggestions on the incomplete and non-standard declaration materials. The applicant shall make a one-time correction within the prescribed time limit. Failure to make a correction within the prescribed time limit shall be regarded as a waiver of the declaration.


(5) The declaration materials shall be true and effective. If there is any falsification in the application materials, the application qualification will be cancelled once it is confirmed, and the senior professional title of ship technical personnel shall not be evaluated within 3 evaluation years. Those who have obtained professional and technical qualifications in violation of relevant provisions shall have their corresponding professional and technical qualifications cancelled and their certificates withdrawn; Those who have already held corresponding professional and technical posts shall be dismissed. For the reporting unit does not seriously perform the audit responsibility, or produces false materials, according to the situation of the notice of criticism, and in accordance with the relevant provisions of the main responsible person and handling personnel of the unit.


(6) The deadline for calculating professional and technical work qualifications of applicants for senior professional title of ship technical personnel in 2022 is June 30, 2022.


(7) Those who failed to pass the senior title of ship professional and technical personnel in the previous year shall not participate in this evaluation if they have not made new achievements.
