Notice of the Maritime Administration of the People's Republic of China on Matters related to the Optimization of Maritime Traffic Safety Skills Training for the Personnel of Maritime Installations


Maritime administrations directly under the Administration:


In order to better implement the relevant requirements of the Maritime Traffic Safety Law of the People's Republic of China, ensure the safety of offshore construction operations, and serve the development of the industry, we hereby notify the following matters concerning the optimization of maritime traffic safety skills training for personnel working in offshore facilities:


1. Starting from May 1, 2023, the "Information Form of Units engaged in Maritime Traffic Safety Skills Training" and the attached materials that units engaged in Maritime Traffic Safety Skills training should report to the Maritime Safety Administration of the People's Republic of China before conducting training for the first time will be changed to report to the maritime safety Administration directly under the local government.


The jurisdiction of the maritime administration directly under the Maritime administration over the units engaged in training maritime traffic safety skills shall be the same as that of the training institutions for seafarers of maritime vessels.


2. Each maritime Administration directly under the Maritime Administration shall strictly follow the requirements of the "Administrative Measures of the People's Republic of China on Maritime Traffic Safety Skills Training for Personnel at Maritime Facilities" to conduct material examination and on-site verification. If the examination and verification meet the requirements, the relevant maritime traffic safety skills training business information shall be notified in a document and a copy shall be sent to the Bureau. The Bureau through the official website and other channels unified release of information engaged in maritime traffic safety skills training business units.


Iii. According to the existing facilities and equipment and teaching staff, the number of theoretical and practical teachers should be increased accordingly. The training scale can be expanded from the current 20 people/class ×2 classes to no more than 20 people/class ×4 classes. The business units engaged in maritime traffic safety skills training that have been announced before May 1, 2023 May expand their classes according to this condition, and apply to the relevant maritime administration for specific matters.


4. Non-seafarers engaged in construction operations at sea (personnel engaged in Marine fishery production shall be subject to the relevant requirements of the competent authorities) shall receive relevant training on maritime traffic safety skills and hold the Certificate of Qualification for Training on Maritime Traffic Safety Skills for Personnel Working at Maritime Facilities.


5. All maritime administrations directly under the Maritime Administration shall perform their duties strictly in accordance with the law, and earnestly carry out training and management of maritime traffic safety skills and on-site supervision and inspection of Marine construction personnel.
