A few days ago, the Ministry of transport issued five ministerial decrees to amend the rules for the competency examination and certification of seafarers on sea and inland water vessels, the measures for the administration of seafarers' certificates, and the rules for the watch keeping of seafarers on board sea and inland water vessels, and repealed the measures of the people's Republic of China for the administration of crew registration.

Secondly, the "cooks, waiters and other crew members who do not participate in the navigation and marine engineering on duty" are included in the scope of certification of competency, and the certificate of competency is divided into two categories according to whether to participate in navigation and on duty of marine engineering, and different valid periods are stipulated in combination with the actual management.

The first is to appropriately shorten the training time of crew service qualification and competency. On the premise of ensuring the quality of training, the service qualification of the third officer and the third engineer promoted to the second officer, the service qualification of the second engineer and the non maritime junior college students to participate in the competency training were shortened from 18 months to 12 months, so as to shorten the growth cycle of seafarers and attract students to join the navigation industry.
Second, expand the scope of officers. We should appropriately reduce the qualification certificate grades of the second officer, the third mate, the second and the third engineer, and increase the opportunities for senior officers to go on board to meet the development needs of the shipping industry.
The third is to optimize the re effective application requirements of competency certificate. In terms of application time, the application time shall be extended from 12 months before the expiration of the current certificate of competency to 3 months after the expiration of the validity period; in terms of application conditions, the qualification of holding a low-level post among the crew members with the same technical requirements shall be regarded as the post qualification for re validity of the original job competency certificate (the qualifications of the master and the chief engineer as the first mate, the second engineer or the second officer or the second engineer as the third officer or third Engineer may be allowed It is used to apply for re validity of certificate of competency). In addition, considering that the seafarers with certain service qualifications have received on-the-job training of shipping companies during their stay on board, they will no longer require knowledge updating training alone.
The fourth is to optimize the arrangement of seafarer competency examination and on-board probation. The rules change the original regulation that crew members must pass the theoretical examination and assessment before they can have on-board internship, which only requires the crew to pass the theoretical examination before the on-board internship. There is no restriction on whether or not to pass the assessment, which is conducive to the cooperation between colleges and enterprises to carry out crew training, increase the opportunities for crew practice on board, and improve the competency of crew members. At the same time, the requirements of taking the competent examination were further clarified, and the announcement of examination results was shortened from 30 working days to 10 working days.
The fifth is to improve the recognition visa system. In accordance with the provisions of the Convention and the relevant mandatory review requirements of IMO, the mutual recognition agreement of seafarers' certificates and the conditions for seafarers to apply for recognition and visa are further clarified. At the same time, the issue of recognition visa for foreign seafarers' certificate of competency shall be adjusted from the maritime administration of the Ministry to the maritime administration directly under the Ministry of maritime affairs, so as to facilitate the visa processing.
Sixth, expand the employment channels for the crew of official ships and small sea going vessels. Considering that there are many similarities between the competency of crew members of small seagoing ships with a gross tonnage of 100 tons or less or 220 kilowatts and the transport ships required by these rules, this amendment breaks through the "blocking point" of the renewal of such crew members, and makes it clear that on the basis of the original training and examination, the competency certificate specified in the rules can be obtained after passing the gap making training and examination.
Seventh, optimize the maritime students to participate in the seafarer competency examination. The first is to allow full-time maritime secondary vocational / technical secondary school graduates to directly take part in the qualification examination for the third mate, third engineer and electronic electrician in the unlimited navigation area; the second is to cancel the provisions that the two-year seafarer training trainees can take part in the competency examination for the third mate, third engineer and electronic electrician in the unlimited navigation area, so as to regulate the education and training of navigation crew and ensure the quality of crew training; the third is to make the navigation class students in school The time limit for attending the competency examination for seafarers, machinists and electronic technicians on duty shall be adjusted from "6 months before graduation or completion" to "12 months before graduation or graduation", so as to provide convenience for students who have obtained the competency certificate of support level crew as soon as possible.
In addition, the service qualification period of the third mate and the third Engineer for handling the certificate of exemption for the second mate and the second engineer, and the service qualification period for the expansion of the navigation area for applying for the certificate of competency have been adjusted accordingly.
