会议邀请了中央党校（国家行政学院）曹鹏飞教授就“扎实抓好主题教育，为奋进新征程凝心聚力”作了集中专题辅导。部党组第一巡回指导组于丽莎同志、高嵩同志，部海事局领导班子成员、二级巡视员、处级以上领导干部在主会场参加会议，直属海事系统处级以上领导班子、领导干部及相关职能部门负责人通过视频参加会议。
The meeting invited Professor Cao Pengfei from the Central Party School (National School of Administration) to provide centralized thematic guidance on "solidly grasping theme education and consolidating cohesion for the new journey". Comrades Yu Lisa and Gao Song from the First Tour Guidance Group of the Ministry Party Group, as well as members of the leadership team of the Ministry Maritime Safety Bureau, second level inspectors, and leaders at or above the department level, attended the meeting in the main venue.
