The 2023 Project Proposal for Ship Technical Regulations of the Maritime Safety Administration of the People's Republic of China has been deliberated and adopted at the 4th Executive Meeting of the Director General in 2023 and is hereby promulgated.

Interim Rules for Autonomous Navigation Test Technology and Inspection of Ships


In accordance with the IMO Provisional Guidelines for autonomous navigation ships and in combination with the current technological development status and testing requirements of domestic autonomous navigation ships, relevant technical and inspection system requirements for autonomous navigation tests of ships have been formulated.

Notification of Amendment to the Statutory Technical Regulations for Inspection of Inland Waterway Vessels


It includes the technical requirements of integrated terminal based on the Beidou system, improves the labeling related to the use of shore power for ships, and increases the requirements of energy efficiency design index for newly built ships.

Notice of Amendment of Provisional Provisions on Statutory Survey of yachts


The Provisional Provisions on Statutory Survey of Yachts (2013) shall be amended to improve the requirements of the Automatic Identification System (AIS).

Notification of Amendment to the Statutory Technical Regulations for Survey of International Sailing Vessels


Amendments to relevant international conventions since 2019 have been incorporated.

Code for inspection of Marine products


On the basis of Inspection Rules for Marine Products (2018), the requirements of the Maritime Traffic Safety Law shall be implemented, the inspection mode of Marine products shall be clarified, and the technical requirements and certificate formats of Marine products shall be added.

Technical Rules for small seagoing Vessels for domestic navigation


On the basis of Technical Regulations for Coastal Small Ships Inspection (2016), new technical requirements such as lithium battery power have been added.

Technical Code for small Ships on inland waterways


On the basis of Technical Regulations for Inspection of Small Vessels on Inland Waterways (2016), new technical requirements for special ship types such as air powered vessels and full cushion lifting air bag floating body Hovercraft have been added.

Notice of Modification of Statutory Inspection Technical Rules for specific Route Jianghai Direct


New technical requirements for vessels to use new and clean energy will be added, the format of inspection certificates will be revised, and the results of the feasibility study on the Jiang-sea direct route of Tongzhou Bay will be studied and incorporated.

Based on the IMO Interim Guidelines for alcohol-fueled ships and combined with domestic research results, the technical requirements and inspection system requirements for ships using alcohol-fueled ships are formulated.

Rules for inspection of floating facilities in inland waterways


We will formulate institutional requirements for the inspection of floating facilities on inland rivers, including inspection types, scope, period, items, methods and certificate formats.

Technical Rules for floating facilities in inland waterways


Formulate technical requirements for floating facilities in inland waters, including working facilities such as filling and tank washing, as well as service facilities such as accommodation and catering activities.

On the basis of the Technical Regulations for Statutory Inspection of Inland Waterway Vessels (2019), we will sort out the inspection system contents in the existing rules and regulations for inland waterway vessels, including inspection types, inspection scope, inspection period, inspection items, inspection methods, certificate formats, etc.

Rules for towage inspection


The Technical Rules for Statutory Inspection of Sea Towage (1999) has been amended to coordinate with the Maritime Traffic Safety Law and Regulations on the Administration of Inland River Traffic Safety.

Lifting equipment technology and inspection rules


Revised the Technical Regulations for Statutory Inspection of Hoisting Equipment (1999) to improve the technical and inspection system requirements for Marine Hoisting equipment.

Interim Rules for Technology and Survey of ammonia fueled Ships


To formulate relevant technical requirements for ammonia fuel powered ships.

Technical Regulations for international Navigational Seagoing Vessels


It has incorporated the revised contents of all previous notifications and related technical documents adopted by the IMO since 2016, and improved the technical requirements for international maritime vessels.
