Recently, the Maritime Safety Administration of the Ministry of Transport issued a new version of the "Marine Radio Station License, Identification Code Administrative License Business Service Guide" (hereinafter referred to as the "Guide"), and officially came into effect on July 10, 2023.


The new version of the Guide aims to further deepen the implementation of The State Council's reform requirements of "decentralization service", strengthen the post-event supervision through the internal data comparison of the system to replace some supporting application materials, and better provide services for administrative counterparts. At the same time, further comb the existing issues that can be optimized in the license, compress the completion period, and comprehensively improve the management and service efficiency.

Reduce the number of application forms across the board
The new version of the Guide clearly combines the original identification code application form, equipment approval form, call sign application form, license application form, cancellation application letter and other 5 application forms into one maritime radio administrative license application form, further optimizing the relevant procedures and procedures to achieve intensive management. The application materials such as ship inspection certificates have been cancelled, and the problem of mutual predication of relevant certificates has been completely solved, and the maritime radio order has been further maintained by strengthening the supervision during and after the event.

Vigorously reduce the deadline for the completion of licensing commitments
In the new edition of the Guide, the adjustment of the licensing period from 30 working days to 20 working days is clearly compressed, and the time limit is compressed by 1/3, which effectively saves the processing time for the administrative counterpart.

Clarify the licensing requirements after the cancellation of the ship
In the business process of the original service guide, the original ship owner is required to apply for the identification code cancellation permit, but due to various reasons, the original ship owner of some ships has cancelled the relevant legal entity, and there are certain difficulties in the actual operation process. The new version of the Guide will revise and adjust the relevant content, clarify the licensing requirements after the cancellation of the ship, for the ship has been re-registered ownership, the actual ship owner can apply for cancellation, and better provide services for the administrative counterpart.
