According to the official wechat account of the Chinese Embassy in Egypt, as COVID-19 is still spreading around the world, people are urged to continue to make prudent arrangements for international travel under the principle of "no travel if it is not necessary". In accordance with China's epidemic prevention and control policies, relevant arrangements for passengers going to China will be adjusted as follows:






1. Airlines will shorten the close-loop management time before boarding flights to China to five days and four nights. The departure date of Sichuan Airlines flight 3U8392 is every Friday, and passengers need to check in the Closed Loop Hotel on Monday of the same week. Egyptair MS953 leaves every Tuesday, and passengers need to check in at The Closed Loop Hotel on the Friday of the previous week.






2. The close-loop management time before boarding for seafarers disembarking from Egypt is the same as that for ordinary passengers, which is five days and four nights. The relevant ship/crew management company shall timely report crew information to the closed-loop management party and accept epidemic prevention guidance and overall arrangements as notified by the Embassy.






3. The personnel of Chinese-funded enterprises shall arrange 10-day quarantine observation by themselves before participating in the closed-loop management of airlines, and the relevant enterprises shall issue quarantine certificates.






Iv. The requirement of serum specific IGM antibody testing for passengers going to China has been cancelled, and all people (including those who have not been vaccinated or not fully vaccinated, and those who have been fully vaccinated with inactivated or non-inactivated vaccines) are no longer required to undergo serum antibody testing.






The above arrangements are based on the epidemic situation, the characteristics of virus variation and other factors, and will be dynamically adjusted according to the situation of the epidemic and the situation of overseas imports. Passengers travelling to China must take good personal protection to avoid infection during the journey. I. General requirements






All passengers arriving in China on flights originating from Sudan are required to apply for a health code or declaration of health status to the Embassy in Sudan in advance. Chinese citizens apply for a health code through the wechat mini program "Epidemic Prevention Health Code International Edition". Foreign nationals can log in the health declaration system to register and fill in the application for health declaration by using computer, mobile phone and other terminal devices.






The Chinese Embassy in Sudan will not issue health codes to those who are transferred to China through Sudan. Those who leave Sudan for China can only transfer to one country and will not issue health codes to those who are transferred to more than one country. Please be sure to fully understand the epidemic prevention policies in transit areas and the remote prevention and control requirements of Chinese embassies and consulates in transit areas in advance.






Two, before the test






(1) Dual nucleic acid testing shall be conducted for all personnel. People going to China are required to take nucleic acid RT-PCR tests at two different testing institutions designated by the Embassy in Sudan. The first test should be taken within 48 hours before the flight takes off, and the second test should be taken within 12 hours before the flight takes off. Eliminate the requirement for serum antibody (containing N protein) testing for all populations.






(2) If due to flight reasons, it is difficult for people going to China to take nucleic acid Test within 12 hours prior to departure, the time limit of the last nucleic acid Test can be advanced to 24 hours prior to departure and an Antigen Rapid Test should be added at the testing institution designated by the Embassy of the People's Republic of China. Rapid antigen test sampling time must be within 12 hours before the flight departure.






(iii) The list of testing institutions designated by the Embassy in Sudan is as follows:


1. National Public Health Laboratory; Accreditation: nucleic acid RT-PCR detection, rapid antigen detection


2. Aliaa Specialist Hospital; Accreditation: nucleic acid RT-PCR detection, rapid antigen detection


3. Institution Name: Huaxia Hospital (Nucleic acid testing is the sampling site of Aliaa Specialist Hospital, and the report is issued by Aliaa Specialist Hospital); Accreditation: nucleic acid RT-PCR detection, rapid antigen detection


4. Institution: Royal Care International Hospital; Accreditation: nucleic acid RT-PCR detection, rapid antigen detection


Special reminder: Huaxia Hospital and Aliaa Specialist Hospital are temporarily regarded as the same testing institution for nucleic acid testing of personnel going to China.






3. Isolated observation and closed-loop management before departure






(I) All personnel going to China are required to undergo quarantine observation and closed-loop management 10 days in advance (excluding the day of flight departure) to ensure that they do not have contact with the outside world. When applying for a health code, the person concerned must submit a certificate of 10 days of isolation issued by the enterprise and affixed with the official seal or issued by the individual and signed.






(2) The requirements for nucleic acid pre-testing for crew members landing in Suzhou will be cancelled, and the requirements for quarantine observation and closed-loop management will be the same as those for ordinary passengers.






(3) The above quarantine certificate shall contain the applicant's information, flight information, isolation period, isolation place, health status and authenticity commitment, etc.

5. Preliminary examination of rehabilitation certificate






(I) Those who have been infected with COVID-19 or who have tested positive for NUCLEIC acid should submit two negative RT-PCR tests issued by the testing agency designated by the Embassy of the People's Republic of China after recovery (at least 24 hours between samples). Relevant materials should be sent to the email address of the consul of the Chinese Embassy in Sudan (consulate_sdn@mfa.gov.cn) as soon as possible to submit the application for pre-examination. Nucleic acid test proof sampling date must be within 3 days before the date of email delivery, exceed the time limit must be re-tested. After confirmation by the Embassy in Sudan, quarantine management and health monitoring shall be carried out in accordance with the email requirements of the Embassy in Sudan. If no exception is detected, apply for a health code according to the normal process. Cancel the requirement of pre-examination of rehabilitation certificate for pulmonary imaging diagnosis certificate.






(2) Close contacts determined by the Embassy in Sudan shall be isolated and monitored for 14 days, and nucleic acid tests shall be taken on the first, fourth and seventh days of isolation respectively, and the results are all negative. After no abnormality is detected, they can apply for a health code according to the normal procedure. If you have fever, cough, diarrhea or other suspected symptoms, please take a test in time and arrange for medical treatment. Quarantine management and health monitoring shall be conducted for 14 days after the symptoms are eliminated, and nucleic acid test shall be conducted on the first, fourth and seventh days of isolation respectively. If the results are negative, you can apply for a health code according to the normal process after no abnormality is detected.






Six, notes






(I) Applicants should apply for health code to the Embassy in Sudan as soon as possible after preparing relevant materials, and the application should be submitted at least 3 hours before the flight takes off. The Embassy in Sudan will do its best to speed up the review process. Please be patient and do not rush the applicants. If a temporary application is made before the flight takes off, the applicant may face the risk of failing to pass the examination in time, and the loss caused thereby shall be borne by the applicant himself.






(2) The applicant must truthfully fill in all the information. Uploading false certificates, endangering others or public health and safety, will bear corresponding legal responsibility. At the same time, the Chinese Embassy in Sudan will suspend the issuance of health codes to those enterprises that fail to earnestly implement the epidemic prevention and control requirements, cause a large number of imported cases and cluster infections.






(3) In case of any discrepancy between the previously issued circular and this circular, this circular shall prevail.
