The measures for the management of information disclosure of ship safety inspection of Liaoning MSA was deliberated and adopted by the 7th bureau meeting of Liaoning MSA in 2020, and is hereby printed and distributed. Please implement it carefully and do a good job in publicity and implementation.

Management measures for information disclosure of ship safety inspection of Liaoning Maritime Administration

Article 1 these administrative measures are formulated in accordance with the rules of the people's Republic of China on ship safety supervision and the administrative measures for the disclosure of information on the results of maritime administrative law enforcement, with a view to promoting the standardized operation of information disclosure of ship safety inspection information and ensuring the rights of citizens, legal persons and other organizations to know, participate and supervise.
Article 2 these administrative measures are applicable to the disclosure of ship safety inspection information of Liaoning MSA.
Article 3 Liaoning MSA shall be responsible for the disclosure of ship safety inspection information.
Article 4 the disclosure of ship safety inspection of Liaoning MSA includes the information of ship safety inspection results, the list of detained ships and the annual registered ship safety inspector information of Liaoning MSA.


Article 5 the information of ship safety inspection results shall be made public dynamically and updated at 0:00 every day. The contents include:


(1) Name of vessel;
(2) IMO number (international navigation ship) or unified identification number (domestic navigation ship) of the ship;
(3) Flag state (foreign flag ship) or port of registry (Chinese flag ship); and;
(4) Ship inspection agency;
(5) Ship type;
(6) Construction date of the ship;
(7) Gross tonnage of the ship;
(8) Name of ship safety inspection organization;
(9) Date of ship safety inspection;
(10) Type of ship safety inspection (initial inspection / review);
(11) Current ship risk attributes;
(12) Date of last ship safety inspection;
(13) Number of defects;
(14) The number of retained defects;
(15) Whether the detention defects have the responsibility of the ship inspection organization.

Article 6 the list of stranded vessels shall be published according to the natural month, and the data of the previous month shall be updated before the 5th day of each month, including:

(1) Name of vessel;
(2) IMO number (international navigation ship) or unified identification number (domestic navigation ship) of the ship;
(3) Flag state (foreign flag ship) or port of registry (Chinese flag ship); and;
(4) Ship inspection agency;
(5) Ship type;
(6) Construction date of the ship;
(7) Gross tonnage of the ship;
(8) Name of ship safety inspection organization;
(9) Date of ship safety inspection;
(10) Retention defect content;
(11) Whether to release the detention and the release date.


Article 7 the information of the annual registered ship safety inspectors of Liaoning MSA shall be made public according to the natural year, and the public information shall be released before January 25 of each year, including:

(1) Name of vessel safety inspector;
(2) Its maritime administrative agency;
(3) Type of ship safety inspector certificate;
(4) Ship safety inspector certificate number.

Article 8 the ship safety inspection information of Liaoning MSA shall be passed through the official website of Liaoning MSA( https://www.ln.msa.gov.cn )Open.


Liaoning Maritime Safety inspection information disclosure time limit is 24 months.

The public can inquire about the public information. If more accurate and detailed ship safety inspection information is needed, the public can contact the relevant maritime administrative agencies according to other relevant provisions.

Article 9 if the owner, operator or manager of a ship finds that the information of ship safety inspection is inaccurate, he / she may apply to Liaoning MSA for review.

Article 10 after receiving the application for reexamination, Liaoning MSA shall carry out verification within 2 working days, make clear reply opinions and reply to the applicant.

If it is found that the ship safety inspection information is inaccurate, it shall be corrected immediately after verification and confirmation, and an explanation shall be made.

Article 11 if the registered ship safety inspector of Liaoning Maritime Administration and the maritime administrative agency carrying out ship safety inspection find that the information disclosed on the website is inconsistent with the actual situation, they shall immediately report to the higher authorities for correction by Liaoning MSA.
Article 12 the ship Supervision Office of Liaoning Maritime Administration shall establish a working account to record the review and correction of ship safety inspection information truthfully.

The records include the name of the ship, the name of the applicant, the contact information of the applicant, the date of application, the name of the operator, the verification results, and the date of information feedback.
Article 13 these administrative measures shall come into force on October 1, 2020 and shall be valid for five years.
