Rules of competency examination and certification for seafarers of Chinese ships


Article 1 to standardize the administration of the competency examination and certification of marine crew, the implementation of the regulations of the people's Republic of China on the examination and certification of the competency of marine crew (Decree No. 11 of the Ministry of transportation of 2020) (hereinafter referred to as "20 rules") is implemented, and these measures are formulated.

 

Article 2 the column of "applicable restrictions" of Article 5 of "rules 20" shall specify the types of ships, types of main propulsion power plants and special equipment restricted by the holder: (1) the types of ships to be restricted are passenger ships, RO ro ro passenger ships, non transport vessels, aquatic products transport vessels and aquatic transport vessels (fresh sale). (2) The types of main propulsion power units for ships Limited are internal combustion engine, steam turbine and gas turbine. (3) The special equipment operation is limited to electronic chart display and information system and automatic radar plotting instrument. In addition to the valid corresponding special training certificate for passenger ship crew, the captain and senior crew serving on passenger ship or ro ro passenger ship shall also cancel the restriction not applicable to passenger ship or ro ro passenger ship; for the general crew working on passenger ship or ro ro passenger ship and all the crew members working on other special types of ships, their competency certificate does not specify the corresponding special type of crew The applicable restrictions for different types of ships shall be provided with corresponding valid special training certificates.

 

Article 3 if the application for eliminating the type of main propulsion power plant and the operation limit of special equipment of the ship with the certificate of competency is applied, the training of the corresponding contents specified in the training program for marine crew shall be completed and the examination shall be passed.

 

Article 4 if applying for the elimination of the qualification certificate, the passenger ship or rolling passenger ship shall hold the corresponding special training certificate for the passenger ship crew. The marine crew members who work on passenger ships hold special training certificate for passenger ship crew II need not hold special training certificate for passenger ship crew I; the captain, senior crew serving on RO ro passenger ship and the crew directly responsible for cargo loading and unloading, fastening, closing the hull opening and passengers in the rolling place shall also hold the special training certificate III. If the master and senior crew holding the certificate of competency not applicable to passenger ships or ro ro ro passengers apply for the cancellation of the qualification limit of passenger ships or ro ro ro passenger ships, they shall complete the corresponding internship on passenger ships or ro ro ro passenger ships according to the provisions of section 3 of Chapter II of the "20 rules"; if the probation is completed on RO ro ro passenger ships, the limitation of competency of passenger ships can be cancelled at the same time. The master who holds a position in a passenger ship or rolling passenger ship with a voyage of 50 nautical miles or above between two ports shall also have a professional specialty in navigation technology or ship driving and above, except for those who have already had the title of senior master.

 

Article 5. If the three or two pairs of probation have completed the internship on board other than the cargo transportation contents, they may apply for the certificate of competency of the third and second mate who holds the certificate of competency of "only for non transport vessels"; the three or two pairs holding the certificate of competency of "only applicable to non transport vessels" may apply for cancellation of the restrictions on "only applicable to non transport ships" specified in the certificate of competency 。 The marine service qualifications of the crew who have already held the certificate of competency applicable to the cargo transport ship after November 1st, 2020 on all kinds of non transport ships cannot be used as the marine service qualification for the promotion of the chief mate and captain of the cargo transport ship; if the master and chief mate of the "only applicable to non transport ship" hold the qualification certificate for the purpose of eliminating the limitation of "only applicable to non transport ships", the limitation of "only applicable to non transport ships" shall be eliminated through Appendix 1 "competency of marine ship crew" The theoretical examination of "ship structure and freight" and "cargo stowage and fastening" project evaluation in the examination subjects and projects are completed, and the on-board internship of cargo transportation content shall be completed for not less than 3 months.

 

Article 6 in Article 7 of rule 20, the positions of Captain and pilot are captain, chief mate, second mate and third mate in order from high to low; chief engineer and engineer are chief engineer, big tube wheel, two pipe wheel and three tube wheel; the rank of radio operators from high to low is first class radio electronic officer, secondary radio electronic officer, general operator and limited operator. The deck department supports the rank of crew from high to low to senior duty sailors and on duty sailors, while the support level crew of the marine engineering department is from high to low as senior duty and on duty.

 

Article 7 the crew member obtaining the certificate of competency shall meet the post health requirements stipulated in Article 11 of the "20 rules". The health examination institution of marine crew shall carry out the inspection in accordance with the requirements for health inspection of crew members, and issue health certificate for the crew meeting the health standards. The listening inspection standards of the marine crew who have already held the crew service book before July 1, 2014 can be carried out according to the following standards: the average hearing of one ear is less than or equal to 30 dB in the frequency bands of 0.5 kHz, 1.0 kHz, 2.0 kHz and 3.0 kHz; the average of the other ear in the frequency bands of 0.5 kHz, 1.0 kHz, 2.0 kHz and 3.0 kHz is less than or equal to 40 dB.

 

The outline of the foreign language examination for crew members as stipulated in Article 11 of the "20 rules" is shown in Appendix 2.

Article 9 when applying for the certificate of competency, the seafarers shall fill in the application form for the certificate of competency for seafarers of seagoing vessels (see Appendix 3) and submit relevant materials to the maritime administrative agency in accordance with the provisions of "rules 20". If the electronic information of the seafarer management system already exists, it is not necessary to submit corresponding paper-based materials. When applying for a new certificate of competency for a master or officer, the maritime administrative agency shall cancel the original certificate of competency of the master or officer when issuing the new certificate of competency; when applying for the certificate of competency of the seafarer on duty or the machinist on duty, the maritime administrative agency shall cancel the original one when issuing the new certificate of competency Certificate of competency of seafarer or mechanic on duty.

 

Article 10 if the certificate of competency has been revoked and applied for examination and certification in accordance with Article 22 of the "20 rules", and if the cancelled certificate of competency applies for assessment and certification according to Article 49 of the "20 rules", the navigation area and grade shall remain unchanged, and the position shall be lowered by one level. Among them, the third mate, third engineer and electronic electrician are the minimum positions of the senior crew, and they can directly apply for the competency examination and certification of the third mate, third engineer and electronic electrician; the seafarer on duty, the mechanic on duty and the electronic technician are the minimum positions of the ordinary crew who participate in navigation and marine engineering watch, and can directly apply for the competency examination and certification of the seafarer on duty, the engineer on duty and the electronic technician. Those who meet the requirements of the first paragraph of this article in applying for the competency examination and certification shall be exempted from post competency training and on-board probation.

 

Article 11 "initial application" in Article 27 of "rule 20" refers to the first application for the competency certificate of chief engineer, engineer and electronic electrician applicable to passenger ship or Ro / Ro passenger ship, and the application for re validity, post promotion, navigation area expansion or power increase of crew members who have already held the competency certificates applicable to passenger ships or Ro / Ro passenger ships such as the third engineer, the second engineer, the second engineer and the second engineer It is not "initial application".

 

Article 12 the competency examination stipulated in Article 29 of "rules 20" shall be implemented in accordance with the competency standards and contents set out in the training program for seafarers of seagoing vessels. The subjects and items of the competency examination are shown in Appendix 1.

 

Article 13 "to the maritime administrative agency with corresponding authority" in Article 30 of "rule 20" refers to: (1) theoretical examination: the preliminary examination shall be applied to the maritime administrative agency with corresponding examination authority in the place where the training institution is located, and the supplementary examination may be applied to any maritime administrative agency with corresponding examination authority. (2) Assessment: the application shall be submitted to the maritime administrative agency with corresponding examination authority in the place where the training institution is located. "Type of competency certificate" in Item 2 of Article 30 of "rules 20" refers to the navigation area, grade and position of competency certificate. The "corresponding training certificate" in Item 4 of Article 30 of the "rules 20" refers to the corresponding post competency training certificate obtained within one year before applying for the competency examination; "corresponding maritime qualification" refers to the qualification listed in the column of "maritime service qualification" in the annex of "rules 20" of "training, maritime qualification and competency examination requirements for applying for competency certificate of seafarers of seagoing vessels".

 

Article 14 the theory examination and evaluation of the competent examination can be applied for separately. When applying for the preliminary theoretical examination or assessment examination, the crew shall apply for all the theoretical examination subjects or assessment items at one time, and submit the application form for competency training examination of seafarers on seagoing ships (see Appendix 4) and provide the information specified in Article 30 of "rules 20". If there is any relevant information in the crew management system, it is not required to provide it.

 

Article 15 "initial competency examination" in Article 32 of "rule 20" refers to the first application for the corresponding competency examination after the seafarers have completed the corresponding post competency training; the date of issuance of the examination permit shall be subject to the earlier date of the theoretical examination permit and the assessment pass of the competency examination applied for. The theory examination and assessment make-up examination can be applied for 5 times respectively; each make-up examination, regardless of the number of subjects or items applied, is regarded as one make-up examination.

 

Article 16. Full time students of relevant majors (hereinafter referred to as maritime students) who have obtained the training license for the third mate, third engineer, and electronic and electrical personnel of seagoing ships may apply for the first qualification examination corresponding to the major they have studied. Maritime students who have completed the graduation report may apply for the operational level competency examination according to the following requirements: (1) those who have not applied for the initial competency examination during the school period may apply for the initial competency examination to any maritime administrative agency with corresponding examination authority on the basis of the graduation certificate within 5 years from the date of obtaining the graduation certificate. (2) For those who fail to pass the initial competency examination and relevant supplementary examination or fail to apply for the initial competency examination within 5 years from the date of obtaining the graduation certificate, they may apply to any maritime administrative agency with corresponding examination authority according to the relevant requirements of the initial competency examination after having the corresponding supporting maritime service qualification of no less than 12 months Apply for the competent examination. If the competency test fails or the result is invalid, if you apply for the competency test again, you need to take the corresponding post competency training again. For maritime students who have passed all the theoretical examinations for on-board internship, the time limit for the assessment and make-up examination shall be extended accordingly according to the time spent on the ship internship.

Article 17 those who apply for the competency examination in the unlimited navigation area shall, within three years from the date of the initial examination, fail to pass the following subjects or items. Upon application by the applicant, the results of the qualified subjects and items can be regarded as the examination results for the same post in the coastal navigation area. The validity period of the scores shall be calculated from the date when all other subjects and items are passed: (1) the theoretical examination subjects of "maritime English" for captain and pilot (2) the "Marine Engineering English" theoretical examination subjects and the "Marine Engineering English listening and speaking" assessment project for the chief engineer and engineer; (3) the "electronic and electrical personnel English" theoretical examination subjects and the "electronic and electrical personnel English listening and speaking" evaluation project; (4) the "English listening and speaking" assessment project for the seafarers on duty, the engineers on duty and the electronic technicians. For those who apply for GMDSS general operator competency test, only the theoretical test subjects of "GMDSS English reading" and "Communication English listening and conversation" assessment items are unqualified within 3 years from the date of the initial examination. After my application, the qualified subject and item scores can be used as the qualification examination results of GMDSS restricted operators. The validity period of the results is calculated from the date when all other subjects and projects are passed.

 

Article 18 those who have passed the third officer's qualification examination and passed the assessment of "sailor's craft" shall be deemed to have passed the competency examination for seafarers on duty in corresponding navigation areas and corresponding levels; those who have passed the third engineer's competency examination shall be deemed to have passed the competency examination for electronic technicians in corresponding navigation areas. See Table 1 and table 2 in Appendix 1 for the corresponding relationship between the third officer and the sailor on duty; see Table 3 and table 4 in Appendix 1 for the corresponding relationship between the third engineer and the on duty mechanic theoretical examination subjects and evaluation items; see Table 6 and table 7 in Appendix 1 for the corresponding relationship between the theoretical examination subjects and evaluation items of the electronic electrician and the electronic technician.

 

Article 19 If a training institution that has obtained the seafarer training license of the third mate, third engineer or electronic electrician training project, and the training quality system is operating effectively and the training quality is good, if the training institution completes the post competency training by combining the on-board training with the school training, the following requirements shall be met, and the trainees' qualifications for on-board training and internship may be all or part of (1) training courses that meet the requirements of the training program for seafarers on board sea going vessels and are suitable for the training arrangements to be carried out have been set up, including the formulation of detailed training plans, the arrangement of teaching staff meeting the requirements, and the preparation of on-board training record books and on-board internship records books corresponding to the training plans. If all contents of shore based training specified in the training program for sea going ship crew are completed before the on-board training, the corresponding on-board probation record book issued by the maritime administration of the Ministry of transport can be directly adopted. (2) The training courses shall be confirmed by the maritime administrative agencies directly under the State Council of the people's Republic of China before the training, and have been reported to the maritime administration of the Ministry of transport by the maritime administrative agencies directly under the jurisdiction of the Ministry of transport. (3) Before carrying out on-board training, the training plan, the list of trainees, the name list and qualification of the master and senior crew responsible for guiding and training the trainees have been submitted to the maritime administrative agency directly under the jurisdiction of the people's Republic of China.

 

Article 20 during the training period, the qualifications for on-board training and internship of trainees shall be included in the trainee qualifications of corresponding positions by the maritime administrative agency directly under the jurisdiction of the following provisions: (1) having completed on-board training and probation for not less than 12 months, and having performed duty on the bridge or engine room for not less than 6 months under the guidance of the master or qualified senior crew member, and the training and probation on board shall not be lower than that of traffic For those who have passed the assessment and confirmation by the maritime administration directly under the Ministry of transport of the people's Republic of China on board training and probation record book, and have passed the assessment and confirmation of the maritime administrative agency directly under the Ministry of transport, the qualification of on-board internship for the corresponding post of 12 months can be recognized; however, the training requirements specified in the on-board internship record book are not met after the assessment and confirmation by the maritime administrative agency directly under the Ministry of transport, Trainee qualification will not be recognized. (2) Those who have completed the on-board training or internship for not less than 12 months but have not performed their duty of duty on the bridge or engine room for not less than 6 months under the guidance of the master or a qualified senior officer, he / she may, according to the arrangement of his / her on-board training plan, recognize his / her on-board internship qualification for the corresponding post for no more than 6 months.

Article 21 in accordance with Article 41 of the "20 rules", the application for recognition visa shall be made by the shipping company employing the holder of the competency certificate of foreign seafarers to the maritime administrative agency directly under it. When handling the recognition visa, if it involves holding a post in an oil tanker, a chemical carrier or a liquefied gas carrier, the recognition visa of the corresponding special training certificate shall be handled together with the recognition visa of the corresponding special training certificate in accordance with the provisions of the crew certificate mutual recognition agreement signed between China and the issuing country of the crew certificate, and the applicable special type of ships shall be specified in the recognition visa of the competency certificate. After receiving the application, the maritime administrative agency directly under it shall verify the authenticity of the seafarer certificate submitted by the applicant through the website of the competent authority of the contracting state or the e-mail address published by the contracting state, and verify the employment relationship between the shipping company and the seafarer.

 

Article 22 the method of "examination" stipulated in the second paragraph of Article 42 of "20 rules" is to take part in the examination uniformly organized by the maritime administration of the Ministry of transport.

 

Article 23 in case of the circumstances specified in Article 48 of "rules 20", the maritime administrative agency directly under the jurisdiction of the investigation shall organize the assessment of the competency of seafarers; if it occurs outside the territory of China, the maritime administrative agency directly under the jurisdiction of which the certificate is issued shall organize the assessment of the competency of seafarers. If the assessment results show that the seafarers no longer meet the requirements for competency, the maritime administrative agency directly under the organization of the assessment shall cancel the competency certificate or acknowledge the visa.

 

Article 24 the navigation area for maritime service qualification specified in the annex to "rules 20" of "requirements for training, maritime qualification and competency examination for seafarers' competency certificate" shall be defined in accordance with the minimum safety manning certificate of the ship served by the crew. If there are no other provisions on maritime service qualification in "rules 20", the applicant shall have maritime service qualification with corresponding navigation area, corresponding grade and corresponding post. The time of crew's military service shall not be included in the time limit of seafarer's competency training, examination and certification requirements. The maritime service qualifications required by seafarers applying for competency certificate for job promotion, expansion of navigation area, and tonnage or power increase shall be the corresponding valid qualification within 5 years from the date of taking the post competency training; if there is no need to participate in the post competency training, it shall be the corresponding valid qualification within 5 years from the date of application for examination or certification. The application is applicable to the competency certificate of master and pilot of passenger ships with a voyage of 50 nautical miles or more between two ports, and the service qualification of other types of sea vessels required for the competency certificate of chief engineer, engineer and electronic electrician of passenger ships with a voyage of 50 nautical miles or more between two ports shall not be limited to the recent five years. When the holder of the competency certificate of master or pilot applies for the radio operator qualification certificate to be valid again, the post qualification of the master or pilot is equivalent to the radio operation service qualification; if the holder of the competency certificate of the radio operator can perform the functions of the radio operator on the floating offshore facilities, it can be regarded as the radio operation service qualification. The qualifications of the third officer, the second officer, the third engineer, the second engineer or the electronic electrician can be used as the on-board trainee qualification for applying for the certificate of competency of seafarer, mechanic or electronic technician on duty. The on-board training qualification obtained for the application for the issuance of competency certificate can be used as the maritime service qualification for applying for the training certificate of proficient in lifeboats and rescue boats. The service qualification of a crew member who holds both the competency certificate of seafarers and the competency certificate of seafarers for public service ships on the sea in the corresponding navigation area, corresponding tonnage or power can be regarded as the maritime service qualification of non transport ships with corresponding navigation area, corresponding tonnage or power.

Article 25 the maritime administrative agencies directly under the jurisdiction of the people's Republic of China may formulate the measures for the competency examination and certification of seafarers only applicable to ships sailing within their jurisdiction as stipulated in Article 64 of "rules 20": (1) Masters and senior officers serving on passenger ships with a voyage less than 50 nautical miles or ro ro passenger ships between the two ports; (2) Masters and deck crew members working on ships of less than 100 gross tons; (3) those who hold posts in ships of less than 100 gross tons Crew members of the engine department on ships whose main propulsion power plant is less than 220 kW; (4) crew members who only navigate and operate in the waters near the port of registry and the port of registry; (5) motorboat drivers. If there is no separate method for item 1 (1) of this article, it shall be implemented in accordance with the requirements of the master and officer of the passenger ship or ro ro passenger ship with a voyage of 50 nautical miles or more between the two ports in accordance with the requirements of rule 20; if there is no separate method for item (2) (3) (4) of paragraph 1 of this article, the relevant requirements of rule 20 shall apply. The crew members in items (2) (3) of paragraph 1 of this article are referred to as "crew members of small sea going vessels". In accordance with the provisions of the first paragraph of this article, the master or officer who has removed the post restriction on passenger ships or ro ro passenger ships with a voyage less than 50 nautical miles between the two ports shall comply with the corresponding provisions of section 2, Chapter 2 of the "rules 20" if they apply for promotion, expansion of navigation area, increase of tonnage or power and re effectiveness of their certificates of competency in accordance with the "20 rules".

 

Article 26 the crew members of small sea going vessels shall apply for "20" according to the second paragraph of Article 64 of the "20 rules" The "competency certificate" of the rules shall meet the following requirements: (1) holding the certificate of competency of the master and officer of a small seagoing vessel, having held the post of master and officer for a total of not less than 24 months, and having completed the competency training for the third mate of less than 500 gross tons or the third engineer of less than 750 kilowatts in the coastal navigation area, you may apply for the competency examination for the third mate of a small-scale sea going vessel under 500 gross tons or a third Engineer under 750 kilowatts in the coastal navigation area. After passing the examination and completing the internship on board, you can apply for the certificate of competency for the third mate of less than 500 gross tons or the third Engineer under 750 kilowatts in the coastal navigation area. (2) Hold the certificate of competency of seafarers on duty and machinists on duty for small-scale seagoing vessels, and have actually served as the seafarers and machinists on duty for at least 12 months, and have completed the competency training for seafarers on duty of less than 500 gross tons and on duty machinists with less than 750 kilowatts in the coastal navigation area, they may apply for the competency examination for the seafarers on duty under 500 gross tons and the engineers on duty under 750 kilowatts in the coastal navigation area. After passing the competency examination, they can apply for the competency certificate of seafarers under 500 gross tons and machinists on duty under 750 kilowatts in coastal navigation areas. The crew members of public service ships on the sea as provided for in paragraph 2 of Article 64 of the "20 rules" may apply for certificates of competency of seafarers in accordance with the following requirements: (1) Masters and officers who hold the first-class certificate of competency for public service ships at sea and have held such posts for not less than 12 months, You can apply for the competency certificate of seafarers of a lower rank which is consistent with the navigation area and tonnage (power) level of the ship, but you need to complete the corresponding post competency training, pass the corresponding competency examination and complete the specified on-board internship in accordance with the "20 rules". Among them, those who hold the certificate of competency of the first-class third mate and third engineer of a marine official ship and apply for the corresponding navigation area, grade three mate and third engineer of "rule 20" shall hold the actual post of not less than 24 months. (2) Having held the second and third class competency certificates of a maritime official ship and having held the post of master and officer for a total of not less than 24 months, and having completed the corresponding post competency training, passing the corresponding competency examination and completing the required on-board internship in accordance with the "20 rules", may apply for the competency certificate of the third mate of less than 500 gross tons or less than 750 kilowatts in the coastal navigation area. (3) A seafarer who has held the competency certificate of seafarer on duty and machinist on duty for at least 24 months may apply for the competency certificate of seafarer on duty or machinist on duty that is consistent with the navigation area, tonnage or power level of the ship in which he / she actually works, provided that he / she has passed the corresponding competency examination.

Article 27 those who hold the third mate, second mate, third engineer or second engineer certificate of "rule 11" may continue to hold a post on a ship which is suitable for the tonnage and power specified in the competency certificate within the validity period of the certificate. The transition arrangements for the competency examination and certification are as follows: (1) those who have taken the third and second officer's competency examination under the "rules 11" of 500 GT and above to 3000 GT or 3000 GT and above, and the third and second engineer's competency examination of 750 kW and above to 3000 kW or 3000 kW and above under the "11 rules" and passed the results, can apply for 500 GT and above under the "20 rules" after completing the on-board internship For those who fail to pass some subjects or projects, the make-up examination shall be carried out in accordance with the "20 rules" subjects or items. After passing the examination and completing the on-board internship, they can apply for the certificate of competency for the third or second mate of 500t and above or the third or second engineer of 750kW and above. (2) A crew member who holds a certificate of competency of 500 gross tons or more to 3000 gross tons or a third or second mate of 3000 gross tons or above, or a crew member holding a third or second certificate of competency of a third or second engineer of 750 kilowatts or more to 3000 kilowatts or 3000 kilowatts or more under the "11 rules" and meeting the re validity conditions of the competency certificate, may apply for the third, second or 750 thousand certificates of competency of 500 gross tons and above under the "rules 20" For those who do not meet the re validity conditions of the competency certificate of "rules 20", they can also apply for the certificate of competency for the third or second engineer of 500t or above or the third or second engineer of 750kW or above, but the expiration date of the certificate is the same as that of the original certificate. Those who hold the competency certificates of seafarers and aircrew on duty issued before the entry into force of "rules 11" and have held the corresponding training certificates can continue to apply for renewal of the competency certificates of seafarers and aircrew on duty in corresponding navigation areas and grades of "rules 20". The crew members who have obtained the competency certificate of small sea going vessels before October 31, 2005 may apply for the competency examination for the third mate of less than 500 gross tons, the sailor on duty, the third Engineer under 750 kilowatts and the engineer on duty in the coastal navigation area in accordance with the post correspondence specified in the first paragraph of Article 26 of these measures, and those who pass the examination shall be exempted from the examination On board probation, you can directly apply for the competency certificate of the third mate of less than 500 gross tons, the sailor on duty, the third Engineer under 750 kilowatts, and the engineer on duty in the coastal navigation area.

 

Article 28 maritime colleges and universities with good quality of education and training may, in accordance with the provisions of note 4 (2) in the annex to the "rules 20", apply to the maritime administration of the Ministry of transport for allowing their undergraduate maritime education students to take the competency examination for the second mate and second engineer. Maritime colleges and universities with good quality of education and training may apply to the maritime administration of the Ministry of transport for recognition of some or all of the theoretical examination subjects of the second or third officer, the second or third engineer, and the electronic and electrical personnel competency examination organized by the maritime administration of the Ministry of transport in accordance with the provisions of note 5 in the annex to the "rules 20". Among them, the students who have accepted all the theoretical examination results need to complete the on-board internship before they can participate in the competency assessment. The list of maritime colleges and universities and the theoretical examination subjects for their recognized scores specified in the first and second paragraphs of this article shall be separately announced by the maritime administration of the Ministry of transport. The maritime administration of the Ministry of transport of the people's Republic of China shall supervise and inspect the examinations organized by the above maritime colleges and universities from time to time. For those colleges and universities whose examination organization and management are not strict, the discipline of the examination room is lax, and the responsibility accidents frequently occur on the posts due to the low quality and skills of the seafarers trained, the maritime administration of the Ministry of transport will no longer allow the students of the Maritime Science Education to take part in the competency examination for the second mate and the second engineer, and will not recognize the theoretical examination results organized by them.

 

Article 29 the meanings of the following terms in these measures are as follows: (1) "chief mate" refers to an officer of the deck department who is only inferior to the master and commands the ship instead of the master when the master is unable to work. (2) "Chief engineer" means an officer of the engine department in charge of the operation and maintenance of the ship's mechanical propulsion and mechanical and electrical installations. (3) "Second engineer" means an officer of the engineering department who is only lower than the chief engineer and is responsible for the operation and maintenance of the mechanical propulsion and mechanical and electrical installations of the ship in place of the chief engineer when the chief engineer is unable to work. (4) "Special training" refers to special types of ships, such as dangerous goods ships, passenger ships, large ships, etc., whose personnel on board shall complete special training in accordance with the regulations of the people's Republic of China on crew training and obtain corresponding special training certificates. (5) "Maritime service qualification" means on-board service experience related to certificates or other qualifications issued. (6) "Function" means a set of tasks, responsibilities and responsibilities specified in the STCW rules for the operation of a ship, the safety of life at sea or the protection of the marine environment. (7) "Carrier" means a motor-driven vessel engaged in the transport of goods or passengers and registered as passenger ships, ordinary cargo ships and liquid carriers. (8) "Non transport vessel" means a marine motor-driven vessel other than a transport vessel.
